You will find the issue date of your license at the very top as in the yellow highlight on this sample license. The first two digits, 03, is the month your Level I license was issued. The next two digits, 19, is the day of the month that your Level I license was issued and the last four digits, 2001, is the year your Level I license was issued. The sample license then was issued March 19, 2001, your 180 days is up on September 15, 2001 and this is the date that you can schedule a road test.
If you have difficulty reading it, so will the examiner and you will probably not be allowed to test, so go to a branch office of the Secretary of State and have a new license issued to you (no charge). On the new license make sure that the branch clerk writes in the original issue date.
If you have any questions, call or email Quality Plus before scheduling a road test.
